Pictures show survivors walking and being dragged from the tail section of the crashed Azerbaijan Airlines plane.
Wednesday’s flight from Baku to Grozny in the Russian republic of Chechnya was diverted over the Caspian Sea and landed near the western Kazakhstan city of Aktau.
Some aviation experts suggested it was hit by air defense systems. Russia says it will wait for the results of the investigation before commenting.
29 of the 67 people on board survived. Azerbaijan held a national day of mourning for the victims on Thursday.
